Despite Rouge’s constant harshness on Noel, it seems she is looking out for him, even if he is a Hater demon. She is often giving him advice, albeit bluntly. Noel’s indecisiveness annoys her quite a bit. In the beginning of the Unknown Past, Dorothy’s Secret Conclusion, she told him she would sock him if he ever whined during the final loop. They have a “tough love” relationship.
