Hello random person on the internet 1 = This is Su Xiaozhen from girl cafe gun but the game unfortunately shut down its servers like a rlly long time ago!

2 = I used photoshop for this so i just selected the gif and used the stroke effect option, if anything you can also recolor it with a gradiation map wich is pretty swag
