Garak and Julian Bashir have more chemistry with each other than either does with any other character, and both actors (as well as at least one showrunner) have acknowledged that it's because they're obviously gay. But even if you can't see the subtext and don't consider their weekly lunches to be dates, it's a really intriguing relationship. Julian attempting to unravel who Garak is behind all of the lies and fabrications, while Garak continuously makes up more lies to create interesting mysteries for Julian and teach him things about espionage.
