They both know the captive Spy's team isn't coming for him, at least for a long time. They know he was trained to withstand torture and know he won't be giving up secrets so easily. Besides, if he does, he risks hazing from the team or even getting fired and likely killed at the Administrator's behest. But they probably wouldn't have expected the method of torture being used on him. That is, having dogs set on him, from the guard dog to random strays the enemy Spy finds wandering around, to use him as their bitch. Spy gets angry and pissy at first, trying to find ways to escape before he can get knotted again, but he always gets caught and it just gets worse. Then he tries to shut it out and disassociate like he would with usual torture. On one hand, he's able to get through it better and no longer hates it or himself. On the other hand, he no longer hates it. It works a bit too well, to the point where he's imagining himself as an actual bitch, unconsciously panting with his tongue lolling out and yipping. It's not bestiality if he's a dog, right? Until he catches himself and just looks around embarrassed, avoiding the other Spy's gaze. Other Spy tells him not to be shy, this is his place in life and his body and mind is adapting well. Eventually he ends up loving it, looking forward to being bred and eagerly raises his "tail" for any hound that'll have him. Whether it's on-base or out in public, doesn't matter as long as he has a knot about to push into his ass or throat (oh you bet he's managed to fit the whole knot in his mouth by then, air isn't even an issue).

It'll be several months before his team realizes, wait a minute, our Spy hasn't backstabbed them all and escaped yet. Cue a full-team raid, only to discover exactly what's been keeping their Spy occupied during what they expected to be a lonely few months.
